I am looking for a YA, possibly middle grade, fantasy book where everyone has sort of mundane magic. I read it in 2007 and remember finding the book in a display along with "So You Want to be a Wizard" as a themed thing at the library.
In the book everyone has to demonstrate their power before the court. The protagonist doesn't think he has powers, but it turns out in the final sort of 'battle' when the antagonist is shooting whatever his magic is at the protagonist, he ends up being resistant to other people using magic on him.
One weird detail I remember being amused with a a kid, they mention that a guy could pee in rainbow colors and didn't have to prove it in front of a court, just like a judge or something like that.
