Caspian (caspianthethespian) i read this book around 5 or 6 years ago i think. it wasn't new when i read it, but it came out sometime in the few years surrounding when i read it. the main characters are a girl and a boy. the girl is chained to her parent, like the other kids, until they reach 13 or 14. there's an 'unchaining ceremony' or sorts, and something happens where the girl gets away. during the ceremony i remember the girl talking with her friend using some sort of signing they made up, since they werent allowed to talk in a more normal way. the girl leaves, or is taken, and ends up in a place with the boy. the boy's parents died or he forcibly left them and is living in a place i think might be a library. i believe he can't talk and she teaches him her language, or he teacher her his. there's a big black dog that might be able to shapeshift. there's a scene where she is in a room with a bunch of other girls, and picks a lock to get out, although that might be from a different book i've read. i remember for certain the presence of lock picking in the book. i believe the book is middle grade, but it might be ya. the book is the first in a series. it was written in english and i read it while i was in america. the book was around 200-300 pages from what i remember it looked like. the cover i don't remember much of but i think it featured the boy, the girl, and the dog.
