Setting is at a magic academy. Main character sucked at magic so she was teased about how no bird will choose her at the trial (or something similar). Instead she gets chosen by the wind, which is very rare. After that her magic improved by leaps and bounds but bullies get jealous.

I remember one of the bullies was chosen by a vulture.

Not a perfect fit, but your description reminds me a lot of Eon: Dragoneye Reborn, which features a girl who is chosen at the magical trial by a rare dragon that had not been seen for years. Each "dragon" is associated with different animals, like roosters or tigers.
