It was a retelling of the Little Mermaid set in modern times. The main character was a teenage misfit mermaid girl. She was shown attending school underwater with the other mermaids. She collected human objects, like shoes. She somehow met and developed a crush on a human boy (I'm assuming she saved him from drowning?) and decided to make a deal with a sea witch (who is depicted as not so much evil as misunderstood and a social outcast) to give her legs. I'm not sure if she loses her voice or not, but there is a time limit of three days. She gets to shore, steals some clothes, meets the boy, and I think they go to a carnival together. In the end, she begins to turn back into a mermaid, and the boy goes with her out into the water. He kisses her, and while the end of the book is left ambiguous, it is implied that he turns into a merman.
