SOLVED. YA Fantasy about a young/teen girl in alternate universe, searching for her mother (Cassandra, prophetess possibly?), read in the early 2000s. Pegasus, underwater realm. [s]

I think the girl is called Cassie and I think her mother is Cassandra, the famous prophet (reference to Troy/the Iliad), and the daughter has been named after her mother. I feel like maybe they were forcibly parted, and the mother couldn't make her way back to Cassie until Cassie found her. Possibly references to Atlantis/an underwater realm, and possibly a pegasus that Cassie rides.
