SOLVED. YA Fantasy with balloon ships and steampunk vibe. There's a mist below the ships and tethered people (a boy with a strange eye is particularly good at it) jump down into the mist to search for objects. [s]

This is a YA book that I probably read 3-6 years ago. There were few settlements and all were in high places, above the mist that covered all lowland. There was a team of children on a balloon ship which flew out over the mists. A girl was their captain and a boy with a special eye was a jumper. He was immune to the hallucinogenic? properties of the mist though there were other dangers in the mist. They would tether him to the ship and he would jump into the mist searching for objects. There's a strong steampunk vibe to the whole book. I believe the team is captured for the boy's abilities and there is a complex mystery and adventure. Any help identifying this one is appreciated. My daughter and I both loved it and would like to find it. I think the front cover had a picture of the balloon ship.

It sounds vaguely like Magonia but it's been a while since I read it so the details are hazy.
