SOLVED. Middle School read; student who befriends neighbor who has weird dolls/siblings in the attic. [s]

I read this in middle school in the late 90s, 97-99 most likely. Fairly certain the main character was a young (middle/high school - aged) girl, who befriends a neighbor from school. The neighbor/friend is blonde - i feel like this was an important character trait for some reason. She goes over her neighbor's house, and it's progressively revealed that there's something in the attic. She sees it at one point and it looks like little dolls, or elves, or gnomes. The small gnome-like thing ended up being a sibling(s) or her mother?

Everytime I come across the title 'Flowers in the Attic' I think it's that book, but I know that's wrong. I thought 'in the attic' was part of the title, but I could be way off base.

I can't recall the ending or what happens, or any character names.
