This is the only book I've ever wanted to find! Read around 2006-2008? I specifically remember the girl getting taken/ambushed by a couple of guys when she was taken to the facility. The Step Father or father figure is the one who planted the drugs, might have been a cop? And I'm pretty sure the boy side character works in his grandma's thrift store.
