I'm not 100% sure, though, because The Gammage Cup is apparently a book that I've read and I may have it confused with another book. I'll leave this open for a while longer to see if anyone had any other suggestions. If no one does by . . . Friday night? I'll declare if solved and close the thread.

There was a lot of politics and stuff going on in the little Hobbitonesque town for a kids' book. The people may not have actually been Hobbity, either. They may have been humans.
The male protagonist had a place name like Underhill but probably different. I think that he and the female protagonist fell in love at the end of the book.
And, because I have an MSIS and my fellow librarians "love" this kind of clue. I seem to recall it was green.
