The risk that a guest would discover their operation was just to great. As long as outsiders stayed out, they had a chance of conducting business as usual. They couldn't let the resort open and take the chance of someone discovering them.
That’s true. But the attention they ended up bringing, first by killing an agent and then attacking Sean & Lucy, went beyond any they would have gotten from the resort. Bobbie knew that and explained why she got so mad at Carl Browne for arranging the fire at the lodge. Victoria’s disappearance should have led her team to the town eventually.
They should have let the Hendrickson's open their resort. Yes, there was a chance that someone would stumble across the operation. But, trying to stop the resort opening led to Sean & Lucy helping out the Hendricksons and calling attention to the problems in the area.
I'm sure at the time, they thought that this was the easiest solution. But killing the agent would have eventually put them on the FBI's radar (at least I hope so). I think stopping the resort from opening was their big mistake.
It would have been easier, but it would mess with Bobbie's plan and no one dared to back talk her. Since Bobbie has no idea that Sean and Lucy were there to look into the vandalism she had no way of knowing how much attention would be brought to the town. Victoria's body would not have been found and her team hadn't sent anyone in yet, so she probably figured they were in the clear.
