So, I think I read this. I'm going to dig back in my reading history. If it's the same one, from what I remember, when they meet again, she doesn't want anything to do with him because of him standing her up in the past. I vaguely think it was extra impactful for her because something else bad had happened to her around that time or even as the aftermath of the evening. She moves away, either for college or a new job after that. He had cancelled/stood her up because the other girl/woman is a sure thing and he doesn't think the main girl really cares about the date anyway. I feel like she either already knew him somewhat or had a crush from a distance.

I cannot find it! The closest I've been able to come is between two other books I've read.

About That Night in which the guy stands her up, but *I think* it was because he was arrested?

The Bet. This is actually not very close at all, but something about it keeps ringing bells for me, so maybe it'll help you. The guy asks a childhood friend to pretend to be engaged to him, though (possibly unbeknownst to him), she's always had a thing for him. While he's supposed to be spending time with her as his fiancee, he goes off to hook up with another woman. He doesn't end up being "the One" for the girl, though. It lacks that aspect of being years ago, though. I think I may have read it in a similar time frame, so that may be why it's ringing bells, along with the similar emotions they likely evoked.
