When I was in elementary school I remember our library having a picture book that was insanely creepy. This would have been around 1999, though I'm not sure when it was actually published. The book didn't have a plot. It had these unrelated, unsettling grayscale drawings that would take up most of the page. Each image would come with an equally creepy and unsettling caption at the bottom. I distinctly remember three images: one was a UFO over a suburban house, another was a set of train tracks with nothing on either side of them disappearing into fog, and another was a man at the top of his basement stairs looking down at a small door in the basement wall that was slightly ajar. I believe the book had a green cover and was maybe a little more than 12in x 12 in. I've been looking for this book for 5 years now. If anyone could help me find it (even just the title) I'd be incredibly grateful!

I'm not sure if it has the images you describe, but maybe The Mysteries of Harris Burdick by Chris Van Allsburg? It has unrelated greyscale images with captions that I remember finding creepy!
