The boy might be named Pete? The illustrations were watercolor. Was read as a child, so 20ish years ago. Thanks guys!

So the boy was named Joe, not Pete (??? brains are weird) and the book is called Joe's Cafe, by Rose Impey and Sue Porter. Ty all!
