ABANDONED. Historical Fiction; Set during WW1; 2 or 3 main characters, Johnny and his sister Kate

I read this book around 2004; I think it was published during the 80s or 90s. I don't remember the title or the author.
The main character Johnny learns to fly airplanes. His trainer dies and he inherits the plane. He flies in Mexico as a US Army mechanic. Later he joins up as a pilot, along with his best friend (Percy?) to fly in WW1. He becomes an ace but the same day Percy is shot down. He almost quits flying but then becomes a mentor and guardian to the younger American pilots.
At the same time his sister Kate joins up as a Red Cross ambulance driver. Kate and her friend get stranded behind enemy lines. Johnny flies in to rescue them. They steal a German plane to escape.
Johnny ends up marrying his sister's friend and Kate marries Johnny's British friend (Fred, I think)
Their father is a US congressman.
