SOLVED. Two male twins get sperated on their birthday while playing by a frozen lake in the winter [s]

I believe the book cover was mostly red and my class read it in 7th grade.I remember it was about two twin toddler boys being separated while playing with their (I believe)toy airplanes and one boy falls through the ice and is never found except for his coat by the family and is now believed to be dead because he was pulled out by another mother who was going to dump her dead baby in the water. The boys end up reuniting(somewhere around their teenage years) on their birthday in a store (I believe it said something about being in Utah). I vaguely remember something about a chase when one ran out of a store barefooted and in unpaid for jeans he also gets mistaken by the "uncle"(i think) for the one who was fished out of the river. That is all I really remember
