Seal-people are called selkies, by the way. They're very traditional.
This is a YA story I found in my library around 2003-5. There was some reference to a cliff - either the girl lives on a cliff (possibly in Maine- not sure about location exactly). There is one scene where he is meeting someone in her family/friends and calls her his mate. She plays it off by jokingly saying he’s Australian. I think she drove a red car.
