Can't remember this book series about a bunch of kids with brain implants controlled by the government to make super soldiers!!! [s]

There's a series of this book and a new one is coming out sometime around December and the books about a bunch of kids with microchip implants in there head. The government is trying to make superhuman soldiers to fight. The main character is a boy and in the second book his fingers get frozen off because he gets stuck out side this building in the antarctic. During the second book they hooked up to this computer to control these ships in space to capture a planet or something along the line of that. The main character knows this girl were he burnt her face or something in a battle they had. The city has hover billboards and I have only read the second or third book and there's a new book that's coming out sometime in December.
