Trilogy Sci-Fi Spaceships and salvage/pirates, woman who wears an illegal mental restraint device

I couldn't find enough keywords to find this book. The plot revolves around a woman who is taken captive by a scoundrel who has a device that nullifies her willpower. The device is illegal except in rare circumstances. There are space-bases with bars where fights ensue, some kind of military law enforcement. The woman has some sort of credentials that give her some authority. I think it's a lesser-known author, but the book covers were quality art rather than the cheesy stuff they make for low-budget. Any help is appreciated.

This is by Stephen Donaldson: the series is called the Gap series, and the first book is called The Real Story (I'd provide a link but I'm on a limited device)

Definitely sounds like the first book of Stephen Donaldson's Gap series. 5 books in all.
