The Runaway by Grace Neff Brett and Jules Gotlieb. It was published in 1958.

"The hero of this story, Jom Bray, travels with his grandmother on a ship bound for the Highlands of North Carolina, to escape the epidemic in Philadelphia.
Port cities like Philadelphia, New York, and Baltimore suffered each summer from epidemics of yellow fever. The safest course was to leave the plague-ridden cities and go to higher, drier country.
It becomes Jom and his grandmother's ill fortune to sail on a ship that becomes a victim of wreckers, or land pirates.
These are the circumstances that shape Jom's early life and his journey's goal of reuniting with his family."

What I remember of the book it seems it took place after the Revolutionary War as Thomas Jefferson was an acquaintance of the actual family the youth was separated from.
When he was an infant his Paternal Grandmother was one boat that was lured into crashing on rocks by land pirates. She and the rest of the people were killed by the pirates. As he was an infant the leader of the pirate group bribed his wife into keeping the baby in exchange for the grandmother and baby's personal possessions that were very luxurious.
As I recall the Grandmother's name was Daisy Applebee because she could not sign her name so drew a daisy, an apple and a bee.
When the youth hit 12 or 13 his "sister" spilt the beans and an old man confirmed the story. Eventually the youth stole some key evidence to find his biological family, and a valuable horse and headed for Pennsylvania.
He did find his biological folks and they had a legal dust up with pursuing pirate leader. I think that was over the horse but that was resolved as the pirates had been quite murderous and thieving too.
