Unsure of genre as it is difficult to describe. Likely youth fiction. I read it in 2003-2005.

The story follows a character (female?) that must travel (north?) to bear witness to some sort of end of world event (Y2K vibes).

The setting is a small mostly abandoned town - I recall the name 'Khartoum', perhaps spelt diffrently. There is a hotel which I recall has a primary place in the story. The setting was sandy? A desert maybe? Street names and character names of Russian origin (except possibly the main character). There are soldiers.
