It was during my Navy SEAL phase, so the hero is likely a SEAL or cop or some other hot uniformed babe. The only telling thing from the review I remember is that at the beginning of the book the hero is confronting some bad guys who unleash trained dogs on him with a German command. Since the hero knows German (or is it Russian?) he commands the dogs to sit, and says (paraphrasing) "the worst thing to do to a man isn't to steal his girlfriend, it's to steal his dog".

This one might be the one you're looking for. There is a scene where the hero does this with some guard dogs at a gang compound or drug lab or something that he breaks into. It was a pretty decent book. It's actually one of the freebie bestseller offerings on Amazon right now. Although it's probably only temporary. Here's the link:

Hope this is the right one! If it's not, at least you could read a possibly similar military-romance with working dogs for free!

It could also be this one because there are german commands, but the dog is a retired military dog so he's never been a guard dog for a bunch of crimanals. He does however end up in their hands for a bit and the hero calls off the dog's attack.
