Review:
"Nice story from the 1970s about two lonely children who have no connections with anyone. Jim has lost both his parents in a plane crash and is living with foster parents who are adequate but not especially loving. Elly's grandmother dies after Elly had tried for a long time to take care of her and now Elly is homeless. They are befriended by two magnificent star Ka'ats who have come to rescue their downtrodden relatives on earth before the planet gets any worse off than it is now. They communicate telepathically. The kids find out too much and the ka'ats have to make a decision about Jim and Elly. "

Anyway, the cat's name is Tiro and he communicates through telepathy. He does take Jim at the end also. Bottom of page 115: Jim thinks: "Tiro—Tiro wanted him, truly wanted him!" This has got to be the book.
It was about a boy who made friends with a talking cat from space. I think the cat was from Mars. The boy was an orphan and lived with foster parents. For some reason I remember a scene of the boy making a peanut butter sandwich, and a point being made of him being allowed to have a snack as long as he cleaned up after himself.
Spoiler of ending ahead...
At the end, the cat accepted responsibility for the boy, so that they could go into space together. The boy was really happy, because the cat really wanted him, and no one had ever really wanted him before.
