Okay to the first three (I certainly approve the ideas), and I think beyond personal collections, the Library has a monopoly on books.

The buffet room is fairly large and lined with counters laden with food. There are several round tables throughout, typically sitting 8 to 10. The buffet is all-you-can-eat, and the food is of extremely good quality. It creates a bit of a familial ambiance, and generally involves lots of talking.

Do you think the Suburbs should be a sub-section after all? That would allow more locations to be made without having to try to come up with more for two separate folders. . . .

I don't know. I have ideas for places in the Suburbs but not the Outskirts. I want more locations in the Outskirts too, and I was thinking that it would be practical since the Suburbs are a sub-section.
Also, could you make in the Heart of the City (the really posh all-skyscrapers area) when you get a chance:

Can someone add a quarry in the Outskirts (with an entrance to an underground Resistance area) [Outskirts folder]? And some woods near the Wall in the Outskirts [Outskirts folder]? And an underground Resistance area in the Outskirts [Resistance Hideouts Folder]?

Far from the tense atmosphere of the Resistance's barn, this underground training area's location is kept top secret. On the outside, it's only an unremarkable wooden board hidden under a pile of leaves. On the inside, however, there are training and storage rooms, even a small medical ward. It is rarely visited, but may just be the safest place to hide for a Resistance member on the run from the Council.
