Childrens book read between 1999 and 2007

Not sure if this was whole plot or just part of the book: little girl who wants to be a bookworm but her town doesn't have a library and her mom and the community get together and set up a library. i think someone lets them use an old building and they get like a traveling library thing going with other towns so they just have a few books at a time and the moms of the town are gonna take turns running it.

I think the book was either written or took place several decades prior to when I read it as I remember it felt old/dated

Yes, that's it! Thank you! I'd had an inkling that it was by Beverly Cleary but had looked through her books and couldn't find it, so I assumed I was wrong. Thanks for your help!
