Democracy of the right-of-way

Changing perceptions is a huge obstacle in creating democracy among various modes of transportation within the public right-of-way. Creating safe and easy to navigate networks makes so much sense, yet is so hard to implement. How can we promote adapting to new and changing transportation systems such as scooters, autonomous vehicles, etc.?
