SOLVED. Little Mermaid - specific version. [s]

Searching for a specific children's picture book of the Little Mermaid published before 2000. Not sure of the title or author but I believe the text would have been based on the original by Hans Christian Andersen. Remember one illustration from the book, the little mermaid is on her way to the sea witch, arms crossed over her chest, [blonde?] hair in crown braid. She sees a dead mermaid caught by the polyps/plants/reef, possibly there are skeletons too.
