Say five people replying say yes that is for sure the book. We never heard from the OP again so it goes in Never Knowing. But if everyone else is so sure, can't it be Solved?

Yes. If a moderator agrees that there's basically no way it can't be the book, they will move it to "solved" without the OP's confirmation. Example: https://www.goodreads.com/topic/show/...
It's at the moderator's discretion, however, not any specific number of votes from other posters.
