Chick lit, new adult, female character has a problem at work and when attempting to solve it, discovers her mean boss doesn't actually come into the office any more but no one else knows that. They end up working together to solve the problem.

Maybe takes place in NYC or the UK. I probably read this book between 2000-2010 and it was most likely published around the same time. I read it when I was reading a lot of Sophie Kinsella and Emily Griffin, so maybe someone in the same vein.
