SOLVED. Childrens book- boy drilled holes in a canoe resulting in a neighbor boy drowning [s]

There is a boy who has new neighbors. His friend doesn't like the father of the new neighbors (driving his family business out of business?) So he drills holes in the bottom of the canoe of the family intending for it to sink when the father uses is. The mother and her small boy end up taking the canoe out and the boy gets washed away. I think the main character checks lobster traps periodically? And at some point he finds the drill used to wreck the canoe in his father's shed.

I read this book in the late 1990s/ 2000s
