With her connections to Spain, I think it will be Raoul.

I would like it to be Roth from his time in the Peninsula. I miss him as a character and wish there was a way to make him a more integral part of the series. I realize him being a Bow Street Runner limits his interaction with high society, but less affluent people and places like Seven Dials and the docks could be interesting locations for stories as well.

Lots of great suggestions! Kim, you think Raoul has connections to Kitty that Malcolm doesn't know about? That would really complicate things! Though complications are always good from an author's perspective...

It's a good point that Roth has also spent time in Spain during the war. Roth will always be an important part of the series, but it's also true that the Rannochs tend to investigate things he can't which takes the focus off him.

Patti, Julien would also be very intriguing...
