Possibly? I can't seem to find any kind of summary or synopsis on these. Also might be some version of Braes of Yarrow -

I thought for a brief moment it could be one of the Wizard of Earthsea books, but no.
I think - but am not sure - the female lead was named Rose, OR a rose of some kind was a major plot point. Or both.
I'm pretty sure there were three men and one woman.
I feel like it ended sadly.
Vaguely remember one character being described as "yellow-haired" and yes, using yarrow sticks to tell a fortune.
So Rose and Yarrow characters maybe, set in that sort of medieval time that never was, English-speaking, published pre-1987, not Earthsea, Not Yarrow by Charles de Lint.

One of my favourite books from childhood! A woman in a crumbling castle with her remaining servant after her husband's death, a lot of roses, and a band of thieves, the leader is the yellow-haired Yarrow.

It is found, I recognize the cover and all the details you mentioned and the ones on the link.
Now to find a copy :)

I don't remember much - I think it was set in the Middle Ages, Europe. There was a woman, and I think a love triangle and one of the men was an elf, maybe? (maybe not)
I think one f the men was NAMED Yarrow - and also yarrow was used to tell fortunes?
