A girl narrates, at least for the first part. Some kind of tests categorize the people into the social hierarchy, and the groups are named by numbers. This is shown by some line tattoos on the neck i think. The group the people are in define their whole lives as it makes them poor or rich or able to do or buy certain things. I'm not sure, but i think there's an incident with theft of an orange at the beginning.
