I haven't read it so I have no idea if this is even what you are describing, sorry. I've read other Eric Walters books and remembered the summary of this had something to do with cats. Hope you find the book your looking for though :)

Thanks for the suggestions everyone :) Unfortunately, neither of those seem to be it, but given that there's hardly any information I remember, I really appreciate it.
I think the story was more of a mystery than anything else. Whilst the "cat mystery" played an important role in the plot, I don't think that it was the most important part of the story.
A cat called Amnesia? It's a bit of a longshot. It is a cat mystery, and there is a scene where they think the man is talking about cats but it is referring to something else. I think they were siblings, though, and I can't remember if a fairground played a part.
Thanks for the suggestion Gabs :) Unfortunately that's not it. I should have mentioned that the story is set in the 1990s/2000s, around about the same time I read it.
Thanks for the suggestion Kate (sorry about the delayed reply!). Unfortunately that's not it; this was a young adult/teens series, so it wasn't quite as mature as the book you suggested.
