The herione decides to attend the same college which her dead brother was supposed to attend but the person responsible for his death is in the same college n they keep running into each other.

Is this YA or NA? YA is usually aimed at 14 to 18 and has the characters that age. NA is 18 to about 22 and the characters are usually either in college or have just graduated and started working.

Other than running into the guy who caused her brother's death (and how did he cause it--car accident, he got the brother drunk/gave him drugs, dared the brother to do something stupid (jump off cliff, walk the windowsills of a 15th floor apartment etc?) what else is going on? What makes it a romance? Does the guy realize who she is?
