I read this book when I was young, so probably around 1990 - 1994.

There was a King and Queen arguing about what was better (I want to say apples or oranges but might've been something like Summer or Winter)

They send a squire (or prince?) around the kingdom to ask everyones opinion. There's trolls and other fantasy creatures that he has to survey. He gets kidnapped by a troll at one point.

From what I can recall there's a map in the front of the book too.

I've been trying to find it for years!
