SOLVED. Children's book about fantasy world underneath bridge? [s]

I read a book that was published in the early 90's about a princess who lives in a world underneath a park bridge, and is curious about the other side. She accidentally is transported to the real world and meets a boy and his sister who are staying with their grandfather. She eventually falls in love with the boy and starts getting into modern things like makeup and tv, but the grandfather reveals that he is also from her world, but he came in during the 1800's and decided to stay when he fell in love with a human woman. However, he aged much more slowly than humans do, and the woman he loved grew old and died. He'd apparently been remarrying/faking his identity for decades, because he ran out of time to go back. She winds up returning to her world in the end, and the final scene was of the boy she loved looking into the water sadly.
