Girl who is being forced to marry runs away and finds she has the power to control and communicate with birds. A subplot with men who have the power to control the sun are the main adversary's

I read the book in question more than 20 years ago as a soft cover I found in the library. Here's more details from what I can remember.

Girl who is being forced to marry for political reasons finds out that she is adopted and that her real parents belonged to a group(tribe) of people who can telepathically talk to birds. She runs off to these people in the hopes of avoiding the marriage. Meanwhile the "political reason" shows itself to be a danger from an invading group(tribe) who can call down fire from the sun. For some reason I think they all had 'tith' as part of there name.. Also remember that girl can somewhat control some prehistoric birds called Revenants..
