I read it in middle school that I would absolutely love to find!

There was a fictional book series with a female lead set in a dystopian world. The first book started with her being part of a group of "sisters" that could control ice or water. While they're on a sacred walk, she encounters a stranger whom she talks to her leaders. I think she runs away with him later (he's the romantic interest)??? Also soon she finds out that she can control the wind by accident when she's forced to try on a ship because she's descended from a certain bloodline. She realizes she has a brother who can heal people, and she finds out she can heal people as well after saving someone's life. Apparently she can fulfill some kind of prophecy that says a person can control all the elements (she finds out she can control fire last by being taught by the bad dude, whose name starts with 's'). The last scene/book is a little unclear to me, but she does kiss the bad guy and kill him as well after he's gone insane.
