I can't recall if book or a series.
Young woman is visiting her family who is like a consulate of a small farming village (think colonial english ruling over India type situation).
Local tribesmen/horsemen from the hills visit and I think she's kidnapped, or maybe goes willingly. Eventually falls in love with leader, I think. There's lots of politics going on in tribes and she goes off and trains with a warrior to become one of them.

That sounds like The Blue Sword by Robin McKinley. It's a great book, as is the sequel The Hero and the Crown
