It's an activity that's often featured in "Highlights" magazine. And characters in the details of Richard Scarry's books often are doing silly things (though I don't think their activities are as impossible as the examples you give).

What's Different (Dover Little Activity Books) by Newman-D'Amico
Hidden Pictures (Hidden Pictures Discovery Zone)
Let's Explore series (ocean, jungle, etc.) by Lonely Planet Kids. This series I've purchased for my grandkids
Thanks, Cheryl! I hadn't thought of "Highlights" :-) It appears there's also some printable worksheets online that have illustrations similar to what I'm looking for so I might try some of those. Though I still welcome book suggestions....

Here's one that I love:
Bamboozled by David Legge
A fabulous, everything mixed-up pictures for kids to pore over. Great for April Fool's day.
Some of the oddities in the pictures include grass growing on the carpet, headlights on the easy chair, people or items hanging out of picture frames, non-pet animals inside the house, etc, etc.

Here's another one:
Norman Rockwell's Counting Book by Norman Rockwell
A collection of Norman Rockwell's paintings which showcase the numbers 1 -- 20. In addition, 3 of his "April Fool's Day" paintings are included, in which readers are challenged to find all the things that are wrong in the picture; for example, doll's with old men's heads/faces. Plenty of funny things to search for, which will enthrall "I Spy" and "Where's Waldo" fans.

This is not really silly, but it is a great search and find book and a wonderful introduction to art. Where Is the Artist?: From Cave Paintings to Modern Art: A Look and Find Book
I just learned about Migloo's Weekend and Migloo's Day, which seem to be more like Where's Waldo than Wacky, but your son might like these next.
