As to the school, no. I don't she was responsible. Terrorists rarely work alone and if she had killed that one then another one would have blown up the school or some other target.
While her husband was a callous jerk for risking their child, Lucy was dead wrong for setting him up and killing him. The fact that he was later determined to be a double agent doesn't make what she did right.
No, she should release herself from the guilt over that school debacle and feel some contrition for having murdered her husband.
