Kelsey, around what year did you read this picture book?
Can you describe the illustrations - realistic/cartoony/cute, simple/detailed, painted watercolors/bold graphics, sunny/dark/muted colors/black & white?
This isn't your book but it reminds me of Anno's Journey by Mitsumasa Anno. It's a wordless picture book with detailed scenes of old European towns. Crowds of people in the marketplace, a parade, working, etc.

The style of illustration was very similar to Where's Waldo. The people were tiny, but had several, detailed interactions. Like waiting in lines, buying food, going on rides, viewing attractions. I think there was a different area per layout.

This book was *I think* published around 80's or90's.
It reminds me of the style of Where's Waldo, however I don't remember there being a specific search object. Clearly I loved the pictures and images and imagination involved.
It was tiny people (like Waldo) in an adventure/fun/theme park or carnival of some kind. I remember looking at different elements, people going in and out of a rides. I remember there was a layout that involved night time, people going into tunnels. I also remember carnival "cage" type thrill rides. I remember people on a train of some sort, also a roller coaster. It's possible there were very slight moving parts.
Part of me feels like it was a Where's Waldo book, but I've looked and looked at each one, and none of them have any possible theme park feel.
