I read this just a few months ago and really enjoyed it. Theo is one of my favorite characters in the Liaden Universe.
I have read this one many times, starting when it was first written one chapter a week posted on Splinter Universe. Interesting world building, very different from Liad. I used to be a college professor and a lot of that part of the story rang true to me. Lots of action, and strong characterization.
Fledgling definitely fits our group's criteria for YA but I don't think it was written as a YA novel so much as "well, this young pilot named Theo showed up at the end of one of the other books, with a complicated problem. What's the backstory?"
I will be rereading this one in August.

I'm about two thirds through my reread. Just finished one of my favorite scenes, where Win Ton is apologizing to Kamele for taking Theo to a private room to teach her ...... bowli ball. I can just picture the look on Kamele's face changing from stern and holding back anger to confusion.

Saltation works well as next after Fledgling. After that, there is some connection to other story arcs. You can then either continue the Theo arc with Ghost Ship, or start one of the other arcs until they join up with Theo. Agent of Change is good place to start the other main story arc.
Most of the Liaden books will work if you just jump in. Some of them might involve more characters that can be easily tracked if you haven't read about those other characters before. That depends highly on your own degree of comfort with multiple story lines.
