Format was in paperback book.

Details about the book:

I read it in the late 80's/Early 90's in 4th Grade.

The cover was mostly purple with a close up of the kid facing the orange tabby while a shut door with the sign of "No Cats Allowed" looms behind them. It might not be correct on the sign because it was also the name of the book.

There was an obnoxious neighbor girl who had a dog named Lady Jane Grey who she claimed was so rare because she was 1/2 Poodle, 1/2 (specific dog), 1/2 (specific dog), 1/2 specific dog. She was always running around screaming "Out of the way Lady Jane Grey has to go to the bathroom!"

The father was a photographer who didn't want the cat in his black room.

I remember them being kind of poor because the book starts off with Chris starting school and realizing he had last year's backpack, a pencil with toothmarks in it, and his mom wasn't making a huge deal out of his first day (because she was tired). She burst out crying when he said he didn't like the cereal she had.

There was a scene where Chris ruined the varnish because the cat got out and he put down newspapers to get to the cat (named Tiger, I think).

At one point, Chris decided to make his room more adult by rearranging it and putting a couple of "fat important looking books" on his desk.

Details match, and one of the cover editions has the sign No Cats Allowed in the background.
