One detail to add regarding the book, I believe the heroine lived in a cottage away from society in order to protect herself. Her deafness is a secret and the hero is trying to figure out what that secret is.

Story description:
The heroine is deaf and lives a very secluded life so as not to be locked away in an asylum.
The hero comes along and tries to find out what her secret is (I can't remember if he's a govt agent a nobleman or both).
That was the overall theme of the story. Any ideas on the title or author would be appreciated.
