YA fiction - Two best friends, one is dying and wants to reinvent the other after she's dead using a list they create together. Read before 2008.

Young adult fiction, probably published in the early 2000s (I read it ten or more years ago).
The book takes place somewhere in the U.S. where it's pretty warm; I'm really thinking it was Florida.
The general idea of the book is a sort of bucket list for the living as a tribute to the dying.
It's about two best friends, one who is dying from a terminal illness and the other one has to learn to live without her after she's dead. The sick one is more outgoing and adventurous, so they devise a plan to get the healthy one to break out of her shell and be more spontaneous before the other one dies. They create a list (I think) of things for the more timid one to do: dyeing/cutting her hair, kissing a boy, wearing shorter skirts and tighter tops.
I forgot how it ends, but I'm assuming the sick one does die and the other one discovers herself in the process.

I don't think it could be Before I Die, if the OP is sure about it being set in a warm place in America like Florida.

That book is British. I don't remember a friendship being a huge part of the story. There's romance, though. I think there's a plan to go on vacation to Sicily, but I can't remember if they actually do or if those plans are derailed by the MC's illness.
