Also do they not need to first separate the areas into themes?
But I suppose the best thing to do is this:A basic cafe for each cell block
A basic hallway for each cell block
A basic showering room for each cell block (can tgalk about different genders being in a different times/gender segregated showers/shower at your own risk kind of deal
Perhaps a recreation/main area for each prison (can vary in latency depending on types of criminals in cell blocks, like how it seems 13 doesn't get to go outside at all, but the other prison rooms could be more lienant)
Several unique building for each cell block based on their theme (keep in mind the anime stated it took 30 for the bird guy to get to 13 so there is a lot of space) and prisoners from each building can go to the other ones if they were invited there by another prisoner/have special privileges/snuck there somehow.
You can also make places in the prison that are test if the prisoners are escaping or not.
Also maybe things like the underground cell/special containment for risky and punished prisoners.

There are also offices/break rooms for all the guards.
And a lot of amenities accessible only by guards.

I mean. They already have a mall and skii resort, do they really need a vacation island?
I would also suggest adding a part to prisoner creation with their number and cell block.
Because I'm pretty sure everyone's going to just end up in 13 if you don't put some limit on them.

That would imply cells are putting males and females next to each other. Perhaps they are seperated by wings like 1AOr the system is numbered by 50 so 1-50 are make 51-100 are female.

My Tanaka faceclaim- idk if he should be a guard or a prisoner. He will literally be the laziest shit ever. He won't do anything that will cause effort and will be found sleeping everywhere and anywhere. (so a bit based on his actual character because he is my spirit animal).
