paranormal book: character have power 1 to 10 and use it through a prism

I don't know the title nor the author. All I can remember it's that there's people who have power and there's people who are prism. There have to work together to do magic and you have to match the force together. Someone who's has an 5 force can't be match with someone wh'os an 8. There's the main character and she's like an 11 ( somehow it's not allowed ) and she had to hide her power all her life. She down sized her power when she working with other people. Then she's meet a guy and he has to hide his power too because he has burnt a lot of people by using his power full force. They meet and discover the abilities of the other and can use their power full force with each other. I don't remember the story or what happened. The only thing I do remember is that there's a scene where he has to make bad guys believe that there's a wall and use his power full force with the girl and that how he know she's like him.

Reminds me a bit of The Rowan by Anne McCaffrey? The Talents are ranked by number, with 1 being top (Primes). They can burn other people out if not careful although on the whole they do work together with other differently ranked Talents. They're not hiding their powers but they do find each other and realise their powers match when fighting the bad guys.
