Definitely "When the Sky is Like Lace" by Elinor Lander Horwitz. Three girls go out on a bimulous night and celebrate with the otters and snails.
It shows/tells how the animals come out at night to have a party in this garden, they have a feast in a person's gazebo, I think badgers or skunks sing a song making fun of snails.
It tells you that you can go out and follow some signs(?) to find the party if you look at the moon through a handkerchief and it winks at you.
I feel like the title started with "B".
