For my book for a one-day feature on Bookbub costs in the neighborhood of $400-500 (depending on whether I do historical fic or historical mystery, or U.S. only vs. worldwide).
For a 99 cent book, you can expect a cost more like $1K.
It is the most competitive of all the marketing sites and they decline up to 90% of submissions.
I'm going to keep trying :).

Also they have in their rules that they need to be the "Best Deal" in the quarter. So I may start running every other promo as 1.99 and reserve a 0.99 slot for Bookbub.

Interesting! What are the similarities: cost of promo, large quantity of downloads if accepted, hard to get?

All this suggests a specific strategy as follows.
Set your book at a reasonable price, say $4.99.
Offer it at 0.99 for the featured deal - hence big discount.
If first in a series - consider offering it free.
Noting the requirement to be the best deal. Keep the price range for Bookbub out of action with other advertisers to make it more attractive.
